1968 F100 neutral safety switch

Hope this can be a simple question, and not take up too much valuable time.
Since the truck now starts in any position (P,R,N,D,D2,L) with the switch removed from the column but wires still connected, I am thinking the switch must be able to interrupt the curent flow when in R,D,D2, or L, rather than causing the current to flow. Is this a true assumption?
