Steering wheel material

Hey guys I am restoring the Steering wheel of my 1950 Power Wagon and I need to know what the material it is made of because this dictates what type op paint I have to apply when all the filling and sanding is completed. I loots like a plastic but seems a bit soft needless to say I cannot accurately say what it is. Any thoughts on what this material is?
