I would wire wheel it to remove all paint and rust. Then paint the area with black paint and let it dry. Then take a sanding block with 400 grit paper and gently sand off the paint. Hopefully, you will see numbers filled in with black paint. As stated above they can be very faint so don't get too aggressive. I would start with the driver's side as most are on that side look at the frame from the axle to the front end. It is often located either side of the shock mount.
