I was able to find the hardness rating for the Clip/U-bolt based on the M601, 1200 pound leaf spring and PW 1200 pound leaf spring at one the of the Military Supplier sites. This may be helpful in your quest.

CQFM Hardness Rating 29.0 rockwell C minimum overall and 35.0 rockwell C maximum overall
