The Military TM 31-200 doesn't say anything about mismatching tube/flap types, and that's not to assume it's ok. For safety it's best to match the tube/flap stem, centered or off-set. If you mis-match, it does put a strain on the stem area of the tube. I have done it myself without any issues or you may find it chafes the area around the stem. This is also a liability factor if a tire blows and causes damage to another vehicle due to the mis-match. Some info at the link
