I guess the first thing is to identify the tooth pattern you want to achieve, the link provides two images, the one on the top for general ring/pinion setup and the lower one for the FFPW. Since you found that moving the pinion doesn't work, your only option would be to move the ring gear towards or away from the pinion gear in an attempt to get the correct tooth contact. If the pinion is set to the correct preload using only the spacers used for adjusting the bearings, then try moving the ring gear towards and away to see if you can get the proper tooth contact. I don't think purchasing another housing will do anything for you unless the housing you have has been damaged. If it we me doing the setup, I would try to get as close to the correct tooth pattern and call it good as long as the pinion feels smooth when rotating it against the ring gear with some drag placed on the ring gear.
