That's typical of the adjustment being too tight between the steering gear & worm. Back off the screw a 1/4 turn to see if it's easier to steer. Also if the worm bearings are too loose on the tube & worm, or if there is too much clearance with the steering gear bushings, parts can bind making it hard to steer.
