If it were me, I would do a shop air pressure test.

With the head installed, remove all spark plugs, and disconnect both radiator hoses from radiator. Put about 10-15 lbs of air pressure in the lower radiator hose, and put a gauge in the upper radiator hose. Remove the shop air supply and watch the gauge to see if pressure holds. If it declines, listen for a leaking noise, including in each spark plug hole. You could also spray soapy water on all freeze plugs to check them, but they would not cause water to collect in a cylinder.

It’s possible there is NO leak internally. The spark plug holes are recessed in the head, and water will collect in them. Even with a spark plug installed, water can migrate past the washer, a tiny bit, but it adds up over time.

If the leak test passes muster, free up the stuck cylinders and get the engine to spin freely by starter.
