If you are talking about achieving a hardness of RC 58 - 63 in 1015 steel, I assume you mean this will be accomplished by carburizing? If you are thinking of just quenching and tempering the basic 1015 steel, it'll never get anywhere near that hard. It doesn't have enough carbon in it.
